Run a Cinebench test to check for crashes in the initial 2 minutes or during the entire session. Your system seems unstable, and Apex may struggle more on the CPU. Identify the issue and resolve it by disabling overclocking or adjusting the CPU voltage.

I might have discovered the cause when I begin Apex, the temperature spikes to 90°C+ then shuts off. I believe the seller didn’t do a good job of repaste, since he mentioned he completed it 3 months ago.

Well, perhaps the issue lies elsewhere—otherwise, you might want to try reapplying the paste. Just make sure the GPU fans are actually running... 5000 RPM seems pretty odd.

Did I interpret the reading correctly—99% fan speed? I adjusted my 4070 Ti to 100% once (40 by default), and it felt like the journey back in Star Trek IV, then returned to 40% afterward.
