I recently installed a new computer and Windows 8.1 64bit isn't installing. I'm attempting to set it up on a Samsung 850 EVO. I've used both disk and USB, but consistently encounter the error code 0x80070017. It suggests missing files or drive issues. The Windows file isn't from Microsoft—it's a version shared by a friend who uses OS from his company. This is really frustrating. I urgently need assistance! I can't afford to buy an official disc. Please help me quickly.

I assembled the computer last Friday evening, but left it idle afterward after an issue. I attempted a reboot without success.
