The WHQL signature is a "windows compatible" approved signature, unrelated to Microsoft's involvement in driver development. Once the correct drivers are installed, we can proceed with troubleshooting. Focus on identifying bars, pixelations, and unusual characters on the screen. Also check GPU temperatures and ensure fans operate at 65°C. A fan curve is necessary.
It seems there might be a VRAM problem with the card. I recall at the GTX 1070 it would start acting up, first under stress and later randomly crashing. I updated the drivers but nothing resolved it. Often the screen would display strange artifacts or pixels and everything would freeze. Eventually, I bought another (used) 1070, installed it, and everything worked smoothly without needing driver changes.
Please consider other possibilities before spending more money, so you can resolve the problem without unnecessary expenses.
I assume you don't have another PC available for testing, as you likely would if you had. So, do you know someone who could let you test your card on their system? If the same issue appears in another PC while using the proper drivers, you can be fairly confident the problem lies with the card.
Unfortunately, I don't. The best option would be to purchase a cheap used setup. Also, I'm completely unfamiliar with the hardware and don't know how to install the graphics card. Is there any software that can assess the condition of the video card?
I'm not familiar with any software that can identify faults in the card. There are numerous benchmark tests you can perform to compare your card with others, helping you verify your setup, but they aren't meant to pinpoint issues. You might consider using "userbenchmark" and sharing the link to your results, so I can check if anything stands out. You can access the download here: https://www.userbenchmark.com/UserRun/63409327
