I was thinking about getting a R9 390 with overclocking. Pairing it with an i5 4690k and pushing it to 4.2GHz. I only have two 4GB RAM modules, a standard 7200rpm hard drive, and two 120mm case fans. Anything else significant? Do I have enough power?

It could serve as a short-term fix (just a few days until a better one comes) but considering the quality problems, I wouldn't recommend relying on it for the long haul. As DonkeyOatie mentioned, the EVGA B2 is a solid budget choice.

I need a PSU that can handle my system at roughly 70% of its capacity. An overclocked i5 and a boosted 390 would push power usage past 400W, so I’d prefer around 650W. There are some options out there, but I don’t recall a Bronze model near 600W that fits this setup. The Seasonics models run at 620W, while the XFX, Antec HCGs, and top Gold EVGAs all meet or exceed 650W requirements. I’d consider starting with an EVGA B2 SuperNova 750 semi-modular, which is under $50 and performs well.

What he mentioned was that the PSU isn't powerful enough for a gaming system. It's not really capable of handling the demands, especially with the overclocked version. The 390 model is already near its limit and wouldn't perform well under heavy loads. A better option would be a high-performance 620W power supply, like one from Seasonic.
