I believe 2133 MHz is the current clock speed and 3600 MHz is the RAM's reported speed. It might be better to use CPU-Z in Windows to verify, as the profile may not be active during BIOS setup.

Open Windows and run CPU-Z, a reading of 1800MHz indicates it's operating at the claimed 3600Mhz.
