I have a 1000watt power supply unit and I plan to try again after getting the new 3700x from Amazon. Recently, I water cooled my friend's PC and some coolant spilled onto the GPU back. I wondered if that might be the cause, but it turns out I removed the CPU from its socket and found a bent pin. Could that bent pin have affected the post code?

Consider running a GPU test on your water-cooled system. The limited coolant might not have been enough, which could point to the CPU being the issue.

Certainly you can verify the GPU on another setup, but since it supports video output I’d be more concerned about the bent pin. Inspect closely for multiple bent pins. Even minor bending can cause contact loss in the socket. Using surgical tweezers and a magnifier helps a lot when straightening the pins. Move them gently and steadily—they break off easily.
