Your PC is showing installation issues with both Windows and Linux. When you power on via the USB, the blue Windows logo appears on a black background. After a brief loading ring, it either restarts or displays a blue screen. The USB works on another machine, and using an existing Windows drive also causes the same problems. This appears to be a hardware issue involving one of your parts. Work with just one stick of RAM at a time, disconnect anything that isn’t essential, reinstall the SSD and CPU, etc. If the problem remains unsolved, you’ll need to swap components and troubleshoot by testing them one by one.
