Run the command prompt with admin privileges. List the disks using Diskpart, select the appropriate drive, clean the list, then open Disk Management. Set up a GPT, create an NTFS partition. It seems the drive appears to have two partitions—did you purchase a used one?

It's a partition on your boot drive most likely... it's normally not a drive letter though...

It isn't being used, but I don’t want to format and lose everything on my other drives since I don’t have a backup.
