It seems like a small adjustment is needed, probably around 1 second. There should definitely be some buffering involved.

It would cause huge delays. I saw about Nvidia's Grid service and the latency was much lower on servers nearby. We should trust it will be minimal. A one-second lag could ruin many games. That’s a full second from your controller to the screen, which would really frustrate most players.
