Check the Desktop background settings by right-clicking it. Ensure Auto arrange icons and Align icon to grid are checked. For the second problem, revert your display preferences to their original state.

It seems the layout changes depending on resolution. On 1080p everything appears correctly, but at 1440p the icons shift position as you described.
