I bought this i7 9700k and moved it up from an i5 8400. I’ve noticed that sometimes just watching a movie or using YouTube causes it to restart, but I can play games for hours. My setup is an ASRock Z390 4i with 16GB RAM and 1070W power supplies. I’m trying to figure out what’s causing this issue. Any help would be really appreciated.

Check your settings to see if you're pushing the CPU beyond its limits or dialing it back down.

Yep, I'm not sure about the newest update for the ASRock z390 4-ib, but I've been using the iBuyPower bios because they're a good motherboard option. You can easily find info on ASRock's site for it.
