I'm really confused about this problem. I'm using an I7 7700K with a Maximus IX Formula. Everything worked fine when I first set it up. About two months ago, my girlfriend started saying her games were lagging and her FPS dropped. I checked the CPU stats and saw it only running at 800Mhz. The task manager limits the CPU usage to 20% during stress tests. Nothing changes in the BIOS settings affect anything. I can try overclocking to 9Ghz, but when I open Windows it still shows 800Mhz. I think the issue might be with Windows itself, so I reinstalled everything and didn't make any changes. I'm using Windows 10 Pro, all drivers and OS are up to date. The latest BIOS version was flashed and set to default. Anyone have similar experiences or suggestions?
Reset the CMOS and test with default configurations. You might have adjusted the multiplier to 9, assuming it was 9GHz, but it could actually be 900MHz.
