My i7-6700k isn't hitting the 4.5 GHz target; it only reaches about 4496-4497 MHz during stress tests. Any possible solutions?
Motherboard: MSI Z170A Gaming M3
Vcore: 1.32
Multiplier: 45
I'm just starting with overclocking.

Because clock generators are crafted from natural crystal, minor differences occur. You're just a few MHz away; if you need those final 3-4MHz for showing off, the only choice is to increase the BLCK clock to 101 or 102 and see if your board and CPU can manage it.

Could increasing BCLK affect your PC in any way?

It's not worthwhile. The BLCK overclock is too insignificant and highly probable to lead to stability problems.

Many Intel boards and chips can support 103-105MHz BlCK configurations.
However, attempting to overclock carries risks—it might damage the hard drive by affecting SATA, PCIE, memory controllers, and more.

It's typical for the clock speed to be slightly reduced.
