not related to my insiron 5680 motherboard, it’s stuck at 2.8 ghz. I verified with hwinfo and other CPU monitors—there’s no error on my end. All Intel speed tech is disabled in the BIOS, which means the system can’t boost beyond that limit. Turbo boost is turned off too, so it’s hard-locked at 2.8ghz. Why does Dell charge me for exceeding this?

The processor won't hit full speed when SpeedStep and Speed Shift are turned off in the BIOS. Verify they're active before assuming Dell's fault. Share some ThrottleStop screenshots if issues persist. There may be an issue with the turbo power limits—check the FIVR and TPL windows for details.
