Not always. Depending on your RAM, Windows consumes more. It often preloads popular apps. With 10 open tabs—including one YouTube video at 1080p/60—my RAM usage stays low at 5.5 GB out of 16. Windows adjusts usage when you have more. For certain tasks, even 8GB might suffice, but I still suggest 16GB. And yes, I agree about the hard drive. An SSD upgrade would be very beneficial and strongly recommended. Preferably an NVMe M2 model.
I put in 16GB from crucial. It still takes a long time to start. Sometimes it shows a memory error and asks to restart. Then it runs a two-part test against a blue screen.

As recommended, you should use either a SATA SSD or an M.2 NVME SSD. An SMR HDD isn't suitable because it's optimized for sequential operations and is too slow for current operating systems. With the SATA port already occupied by an SMR HDD, you probably need a M.2 NVME SSD.
If your existing M.2 slot has been taken by a smaller NVMe/Optane drive, you must swap it out for a larger one (at least 512GB is recommended now)
If you require 100% active usage, meaning full engagement rather than just full capacity, the Resource Monitor will indicate which applications are putting stress on your storage device. Use the Run command resmon, navigate to the Disk section to view processes utilizing all drives. Selecting the Total (B/sec) header will arrange them by disk usage, highlighting those consuming the most. Choosing the Response Time header will display processes experiencing the greatest impact from high disk activity.
