The laptop's HD usage remains at 100% continuously. I attempted Selective Startup, which improved the situation. The HD initially reached full capacity before decreasing. After resetting to Normal Startup, it returned to 100% and then dropped to around 80%. Memory consumption is approximately 70%. The programs consuming the most HD are: System, SmartByte Telemetry, Service Host this and that. The additional applications not developed by Dell or MS include Spotify, Skype, Xbox, and Glance Guest.

What laptop model is that? Which storage type does it use—mechanical HDD or SSD? Check the Device Manager for details. Consider removing SmartByte. Learn about SmartByte Telemetry and how to uninstall it. If you have a Dell, slower Wi-Fi might be due to this issue. More info on helpdeskgeek.com

A SSD is essential not just for Windows 11, but increasingly so today. Additionally, if you own a Dell laptop, remove all associated bloatware.

How do you manage your system?
My partner can comfortably function with 16GB, possibly even 8GB.
I have 64 or 96GB.

You can also perform a simple test using Dell's preboot diagnostics (press F12 during power-on or with the Dell logo):

For me, web browsing is the most memory-intensive activity; if you have more than 10 tabs open, you'll need at least 16 GB, particularly with Chromium-based browsers (Chrome, Edge, etc.).
An SSD would also offer good value. Your HDD usually has a speed of ≤100 MB/s, while a solid-state SATA-III SSD could nearly saturate the bus at ≥500 MB/s, which is about four to five times faster.
