I would test the drive on another machine. If that doesn't resolve the issue, I'd attempt to initialize it through disk management. Once it shows up in Explorer as empty, I could use a recovery utility. Sending it in would be costly. However, if nothing significant is present, I might just discard it. Edited May 8, 2023 by leclod

I've tested it on another machine and the same problem persists. During initialization in Disk Management, I receive the warning "The request could not be performed due to an I/O device error."
