Hello everyone,
My Asus Strix 1080 ti isn't hitting 2000mhz on the core. I see many units easily reaching 2k and higher. My own runs at 1999.5 with a real speed of 1987mhz. I've tried everything I know—voltage adjustments, overclocking, various tools, MSI, EVGA, ASUS tweaks. I'm wondering if I have a really bad chip? I don't know... Anyone with experience on this model would love to share your thoughts.

This is a normal behavior for that card or for any 1080 Ti for that matter. Do you know what the problem is? I do

Temperature. When it hits Nvidia's GPU Boost thermal wall you are penalized in 13MHz incrememnts depending how much it exceeds 56c. Your card sounds like it is barely crossing that thermal wall.

Anyways, back to your issue. Why would I say what I said? Am I going to offer a link to Nvidia for proof? Nope. This is my parts list.
That is the best 1080 Ti on the market as far as cooling is concerned. Put it on a custom loop water cooler and it could be even cooler. I know the 1080 Ti and I am 99.9999999999% positive that temperature is your problem. The little echo of a shadow of doubt is that there are other limitations for Nvidia's GPU Boost.
I am not saying it's hitting a thermal limit such as 100C for many CPUs. Nope. What I'm saying is that Nvidia has safety limits in place including voltages. It{Nvidia's GPU Boost} is like a miniature overclocker inside your card. It will respond similarly to the way a regular OC'er does but the Boost has insider information and knows its limits because Nvidia GPU Boost can't make the card crash and you are barely exceeding those. If your temperature is not at or slightly over 56c then there is a voltage limit ior other safety limit it's reaching.
