For reference, my graphics card is an EVGA GeForce RTX 2060 KO. I've already tried cleaning it out. Here is a video of the sound for clarification: https://youtu.be/KUZNnkX-TN4. Please let me know if you have any suggestions I should avoid listening to, as I really don't like it.

mines have been producing a comparable noise! It sounds like an unusual, rhythmic whirring.

I actually did that. I installed a Gigabyte app center and system info viewer with an auto fan setting. When I turned on the auto fan, it calibrated all my fans in my PC. The noise stopped after that. Hope it helps.

Its a common issue with the graphics card I have. The noise happens when the fans move too slow which is why it never happened when I was actually playing games. Go into the afterburner or whatever GPU software you have and raise the minimum fan speed.
