Temperatures around 65-70°C are usually acceptable for most computer parts when they're working hard. The exact safe range can differ based on the CPU and GPU types as well as how they're cooled.

Your monitor runs at 1440p and uses the DARKFLASH DX 240 BLACK liquid cooler. The advice about a cap on the cooler suggests replacing the coolant, but the warning on the cap warns that doing so may void your warranty. Since you haven’t changed the coolant before, it’s best to consult the manufacturer’s guidelines or contact their support for proper replacement steps.

If you're seeing 65-70°C, don't worry about changing the coolant. If you're playing Fortnite at 1440p with Epic settings and everything runs smoothly, you're all set. You might have misunderstood the details about your GPU.

However, this still leaves me puzzled since my GPU usage drops to just 15% during Fortnite but spikes to around 40% in other games like Roblox. Do you have any method to verify if Fortnite is using your Radeon graphics or if it's running on your 3060 Ti?

Your machine features two graphics units: the built-in Radeon graphics and the separate Nvidia graphics card (Gigabyte 3060Ti). The built-in ones are part of the CPU, whereas the dedicated card is a hardware you installed. To run Fortnite optimally, you should switch it to the dedicated one. Open the Nvidia Control Panel to adjust your graphics preferences. Click "Manage 3D settings" then locate "Program Settings." Choose Fortnite as the program you wish to fine-tune. In the options, select "High-performance NVIDIA processor" under "Select the preferred graphics processor for this program." This ensures Fortnite utilizes the dedicated card for better performance.

It's simpler to explain in a more straightforward way.
