I own a Nvidia GeForce GTX 1060 with 6GB GPU (still outdated, but that's what I have). When I power on my PC, the fans remain quiet until I apply any workload to the GPU. Once the load is applied, the fans ramp up and continue running even when the GPU cools down to around 30 degrees Celsius or lower. Restoring normal speeds is only possible by restarting the computer. It's worth noting that the fans don't display any speeds in monitoring tools, and during the image captured, there was no GPU load but the fans were unusually active.
PS. The cooling system appears clean with no debris in the coolers.
