I own a GTX 1070 Gainward Phoenix card and applied MSI Afterburner for overclocking, yet when checking GPU Z the speed appears wrong.
I also asked about adjusting the LEDs on the Gainward GTX 1070 Phoenix card—when I power up the computer, the side lights change from blue to red and then to green, but there’s no visible control in ExperTool or any other software listed.

when reading online, if the site employs the same tool software as others, there might be a small adjustment in colors within the program.

cpu-z has an established issue, and it tends to cause the GPU to pause when no activity is present in the background.
