Hello!
I'm working with the FX-8350, GTX 950 SSC 2gb, and ASRock 990FX Killer (mobo).
I need my GPU to keep the boost overclock at 1493 MHz.
When I run CSGO, the speed stays at that number for a while, then drops to around 1189 MHz.
I'm not sure why this happens—I didn't enable an overclock, just the factory boost setting.
I've increased the power limit and added MV, but it still doesn't work.
Any advice would be really helpful.

I believe the CPU is limiting your performance beyond the 100fps level. Even when comparing your frame rates to the videos, his frame rate drops to the 90s and he achieves 960. Still, I’m not an expert above 60fps, but if three of your cores are running at full capacity, that could be the issue. I’ve seen online that you can adjust how many cores a game uses, though I think you’d need to do it manually. You might check that and see if increasing the core usage helps your performance.

I believe the CPU is limiting your performance beyond the 100fps level. Even when comparing your frame rates to the videos, his frame rate drops to the 90s and he achieves 960. Still, I’m not an expert above 60fps, but if three of your cores are running at full capacity, that could be the issue. I’ve seen online that you can adjust how many cores a game uses, though I think you’d need to do it manually. You might check that and see if increasing the core usage helps your performance.

What's your temperature and fan speed? If it's reaching 80-83, you might start losing boost with the default firmware.

My temperatures remain fairly low, never going above 55°C. The fan speed is currently on auto since my temps have stayed this way.

I don't believe it's running at full capacity, with some cores reaching up to 85% and one at 98%. Sorry if this isn't the information you were seeking, I really appreciate your effort!
Edit: My GPU is now idling at 963 Mhz (which is lower than base clock). I understand CSGO is more CPU-heavy, could it be that it's downclocking because it doesn't require much power? Hope this helps.

It might be that your CPU is limiting the performance of your GPU, so it doesn't have to run at full capacity. I'm not certain about this. To help compare, I'd like to know what settings you're using and your current FPS on those videos. Also, could you check if any 950 data points exist?

I'm testing the game with all low configurations for optimal frame rates. On aim_botz, joining a local server brings me about 200-280 fps, though it briefly drops below 200 for a moment. When the bots begin running, I see 100-140 fps. Local servers seem to limit my FPS significantly, so I think I might achieve around 250 fps in a matchmaking game.
Do you think your GPU isn't reaching its maximum speed?

Yeah, it seems CSGO isn't making good use of the CPU. I've set it to "-threads 8" in the launch options, but my performance didn't improve. Probably just has to work with what I see:
