The CV 450 should suffice for 2060 or later... 2080 might be possible, though a stronger power supply would be advisable. The GT 1030 is a very low-power graphics card, using only about 25-35 watts, so it shouldn't encounter any issues.

Are you planning to play games on this PC or just edit photos? If gaming, consider a Ryzen 3 3100 or 3300X and a budget B450 motherboard. Use an M.2 drive and a strong graphics card for that. Pair a GTX 1660 Super with this configuration to cut costs. For Photoshop only, skip the high-end graphics card and swap your current GT 1030 with a PCIe riser card for M.2.
