Certainly, there appears to be a major constraint. Review temperatures and memory speed characteristics.
Check if you're using the High Performance power plan. Consider switching to Balanced. Your average CPU usage during CS2 was 30% or higher, while your system uses 6 cores at 12 threads and they're using 8 cores at 16 threads. Are there other applications running in the background?
I don't recognize the offset you're referring to, could you clarify your location? Current temperatures are about 75°C for the CPU and 65-70°C for the GPU. D.O.C.P. is enabled, memory speed is 3600MHz. You're running the Ryzen Ultimate Performance Power Plan. I'll use a balanced setting. For apps, it's normal—Discord, Firefox with around 10 tabs, Spotify, wallpaper engine, and a VPN are typical. AMD Adrenalin is likely your setup.

I found the curve optimizer, CPU seems to be boosting up to 4.2Ghz now, though running closer to 80c. I am seeing a slight performance uplift, with 1% lows hitting 110fps, which is a decent improvement. With everything off I got 10-15 more fps on average than how I normally play, but it wasn't making a huge difference, even after I turned wallpaper engine back on.
