You don't need to modify game files to access that feature. It's located in the graphics settings, specifically under the advanced options. You might have overlooked those settings.
I'm experiencing some unusual performance issues. My CPU is a 4690 with an i5 core, while my GPU is a Gigabyte G1 GTX970 that's clocked around 1400Mhz with a stock boost. I'm seeing around 55-65fps at 1440p and 75-95fps at 1080p. It seems like the problem might be related to driver settings or DDU configuration. Trying different Nvidia drivers should help resolve most of it.

He isn't. It seems he assumed it was running in DX9 rather than defaulting to DX11 (which is just unknown to him). (Similar to GTA5 having a few DX.# choices) However, BF1 only supports DX11 and DX12 (so far—DX12 is currently causing stuttering). His PC performance should easily handle BF1, not the reverse.
BF1 supports DX11 or DX12. It's unusual for major titles to include a DX9 legacy mode now. In Origin, right-click the game and select Repair Installation (or whatever the interface says). The stuttering and pauses you mentioned might point to a problem with the game files. Using my profile settings, I play at 1080p with Ultra details and about 150% scaling. I usually limit my frame rate, but it rarely drops below 60 and runs very smoothly. If I let the frame rate go unchecked, it could fluctuate between 70 and 90 frames per second at these settings. I’ll need to test that later for accurate results.
They tested a one-player run, which isn't very demanding on the CPU compared to MP.
