My device is a Pentium N3530 with an Intel HD 4400, running CSGO with all power-saving features turned off. At 480p resolution, I'm still struggling to hit 30fps even though I'm using the lowest settings.

Connect the laptop to the power cord and plug it into the wall—usually it attempts to conserve energy even when the setting is disabled. The CPU performance is also quite poor.
