Try boosting the CPU speed. GTA V doesn't work well with AMD processors.

Have you considered disabling V-SYNC? It demands a lot of CPU power; try reducing population density or something similar first.

It's quite demanding on the CPU. If you haven't done so yet, consider reducing population density or whatever it is being optimized.

Is the fan running at full capacity? Do you have a personalized fan setting? A temperature around 80°C seems acceptable, but 90 feels a bit excessive for your setup.
