Notice, this clearly points to a CPU limitation... Unfortunately, your 6800K isn<|pad|>, it can't handle the GTX 1080 well. I'm truly sorry. You might have been better off choosing the GTX 740 instead.

I faced several issues with the game, especially after it went on sale. There were mods available for Nexus that might have resolved the problems, such as the one linked here. This should assist with the stuttering and achieving stable FPS. I'm also searching for additional mods that helped me get the game running smoothly.

It's possible you're onto something, though I recall Fallout 3 didn't perform well with multi-core CPUs in its original version. That issue persisted until I started modifying it.

It's common for these games to follow certain patterns. You should check for a performance ENB if you know what it is. http://enbdev.com/download_mod_falloutnv.htm Also, configure a game profile in your GPU settings and turn off features like shader cache and threaded optimization.

It seems you might need to begin fresh again. The D3D9 DLL you used earlier could be linked to the FPS issue, but now the game isn’t running even after disabling it.

I resolved the issue by installing FOSE and applying a 4GB patch to FOSE.exe, then launching it from the renamed Fallout 3 on desktop. The FPS drop persisted because of custom cell loading and graphics updates from the standard version.

Start by enabling GeForce Experience optimization for Fallout. Many users, including myself, found it improved stability and frame rates by letting the software handle initial setup before adjusting settings. Install Dynamic Shadows if missing (http://www.nexusmods.com/fallout4/mods/1822/) – it adjusts shadow distance to maintain your desired FPS and enhances performance in crowded areas. Note: I initially misunderstood the discussion, but GeForce Experience could still be beneficial!
