I performed a reset in Windows 11 and began with a clean install, after which all my drivers and other software were removed. The first thing I installed was Outer Wilds. Now I'm achieving around 190 fps and it looks excellent. Reinstalling is somewhat complicated, but I maintain backups on a local NAS, which makes it manageable.

The upgrade versus a complete installation was probably the issue. This method is commonly associated with causing complications when setting up a newer version of Windows.
