There are numerous versions of the game, making it hard to pinpoint exactly which one you're referring to. Perhaps it's a DDR mod for Osu!? Or maybe not. I don’t watch enough streams to be sure. This sounds like Osu!, but given how popular DDR is in Japan, I’m sure there are many adaptations with anime or manga-inspired artwork.
