I used to own a GTX1080, and cyberpunk was hardly playable for me, only running native 1440p at around 50fps, so I didn’t play it.
Now I have an RTX 3090, and I set the game to high raytracing, disabling just light bloom, motion blur and film grain, essentially turning everything up.
Even with these settings, the game appeared worse than GTA V from 2013, and it was so buggy that characters walked into walls and items started ragdolling, even Tpose characters in the first cutscene of the game.
At first I got a cracked version, thinking I had a bad copy, but then I bought the game just to test it, and it remains the same, possibly even worse.
Also, for some reason the games splash screen at startup seems to be displayed in 480p.
I’m wondering if I’m doing something wrong, or if this game is actually unplayable?
Yes, I am running version 2.02, both on the cracked version and obviously on the new version I bought.
I previously owned a GTX1080 but now have an RTX 3090. Did you remove all GPU drivers using DDU and then reinstall the newest ones from Nvidia's support site via an elevated command? What is the make and model of your power supply unit? PSU: Corsair HX850i
I can mention that high ray tracing remains a performance challenge, but according to the newest update, the majority of the problems you mentioned should now be resolved.
That's what others said as well, but it doesn't appear to be true even after the latest update.

I didn't do what I thought I should have done, but I'll try when I get home in a few hours; though since it's the same driver, I'm not sure it will make a difference.
Yes, this is my PSU and it's around five years old, no issues so far.
I also linked the 3090 with two separate 8-pin cables, whereas my 1080 used one 8+2×2 cable.
