It hasn't occurred often lately. It just got better over time. Perhaps a complete reset by removing everything could solve the issue.

You cannot alter your ISP because it is controlled by the service provider and is tied to your account details.

Only a single unit is available nearby, and they are unwilling to provide the necessary hardware for an upgrade. The best part is that you have access to fiber.
