I play CS:GO 4:3 stretched in fullscreen on a 4K screen and achieve about 300 FPS. My system includes an I7-4770K processor and an RX580 graphics card. I’ve optimized everything for smooth performance, but the issue persists. After updating the GPU driver, even reinstalling the game didn’t resolve it. When it occurs, the visuals freeze and then the audio becomes inconsistent for a while. My thermal readings are normal.

Seems to be a problem with the software, unless you've reinstalled drivers and updated firmware, or with the power supply/GPU.

I slightly overstated things occasionally, around every ten minutes. In a highly competitive game it seems to happen every second—it's unique compared to the other games I play.
