I attempted to restart and confirm the game files. Every time the issue appeared, the client was also up to date, which I verified.

It seems you're checking if the current version of steam is correct. You might want to confirm your game cache as well.

Have you encountered any previous activity affecting this? I recall issues with the MSI Riva Tuner on my system preventing me from launching certain games.
