I'm not exactly sure if this is the right place to post this as I have never used any online forum before so I'm sorry if this isn't the right place. As I have stated in the title, none of my games will launch on my pc with the exception of Rainbow Six Siege which will launch but only when using Vulkan. What I have tried to do includes restarting my pc, updating my gpu and cpu drivers, defragging my hard drive, uninstalling the most recent Windows update (I run 10), reinstalling DirectX, reinstalling steam (it isn't a steam issue as this happens with every game I have attempted to run), overclocking my gpu, underclocking my gpu, undoing the overclock for my cpu, and finally underclocking my cpu. I am very hesitant to reinstall Windows as I have a very slow download speed at about 1mb/s so reinstalling all of my games would take a long time. I will put my PC specs in a reply below and thank you to anybody willing to help me out!
