Turn turbo boost off set, multi to 20-21 however you want to do it 20.5 is closer and it should go. It's just not boosting multi all the way up.
I've managed 4.5Ghz by turning Turbo Boost off, raising multi to 20.5 and Host control multiplier to 225, and then discovered what was missing: I increased the cpu voltage to 1.35v.
It seems stable so far. I'll attempt to reach 4.6 now.
