You're facing significant performance limits. Lowering settings and disabling the control flow guard helped a bit, but you're still stuck at around 20 FPS and max 30 FPS. Check if your GPU or RAM is bottlenecked—consider upgrading to a faster GPU or more RAM if possible. Also, ensure your system isn't overloaded with background processes.

What is your current display setting? Are you using HDR? Do you have an RTX graphics card? Is your power supply adequate? Are there any other applications or processes running when you played?

Your PSU is an EVGA 1000 GQ (1000W). The game doesn’t appear to support RTX. I’ve checked 1080p, 1440p and 4k resolutions, but there’s no noticeable performance change. I was using HDR, now it’s off and still shows no effect. No other programs launched at the time of play.

Your PSU is an EVGA 1000 GQ (1000W). The game doesn’t appear to support RTX. I’ve checked 1080p, 1440p and 4k resolutions, but there’s no noticeable performance change. I was using HDR, now it’s off and still shows no effect. No other programs launched at the time of play.

The driver is 461.09, that seems to be the most recent. Maybe I need to wait for a driver update

Check your processor activity. Open Task Manager, select "More details," then "Performance." Click on the CPU graph, choose "Logical Processors" instead of the actual cores.

Idle rate around 6% and in-game about 18%. At the same moment, the benchmarks show different values. These photos were captured near each other. Might it be that the system is restricting CPU usage for the game?
