Downloading Steam reserves storage for the game, yet the temporary files don’t occupy the reserved space. During download, Steam games consume double the allocated room, but once installation completes, they should use half the space.

Destiny 2 occupies 79.1GB on Steam, and I had 100GB available on the storage drive where it was installed. When downloading a game, the interface displays available space in the Steam library and required space in megabytes. As long as the library has sufficient free space—even a few hundred megabytes—it will allow the download to proceed. If you restart mid-download and the file resets to zero, moving the downloaded folder from the download location into your Steam main folder and restarting should restore missing files and resume the download from where it left off.
