It might be a broken Windows setup. Try reinstalling the operating system or execute commands "sfc /SCANNOW" followed by "DISM /Online /Cleanup-Image /RestoreHealth" with administrative privileges.

That means you launched Run, entered "devmgmt.msc," and pressed enter. Would the result differ if you opened it directly from the Start menu? If you're still on the sign-in screen without reaching the desktop, you won't have access to many Windows tools. It seems this scenario could be happening.

The tool won't execute unless you launch it via Device Manager in the Start menu.
