The issue appears to repeat regularly, occurring every three minutes following a Malwarebytes scan. This pattern is frustrating. Assistance needed?

Malwarebytes likely deleted the file at that location. OBS doesn't contain an executable in the startup folder (it should be a shortcut instead). There may still be a file attempting to launch and needs removal. Review the task manager's startup section to identify any unusual processes.

The program and DismHost appear to have been recently removed, possibly causing the issue. Try restarting your system and check if the popups reappear. For more in-depth details about startup behavior, consider using Autoruns—it provides more comprehensive information than Task Manager.

The software might not have been fully deleted. It appears to be a free broadcast and streaming tool. Is it still installed on your system? Have you attempted to remove it?

It was removed completely, even using the IObit Advanced Uninstaller. The issue persists.
