The fan movement is typical; it doesn't necessarily mean replacement is needed.
Check if the issue is with the hardware or manufacturing defects. Consider returning it if the problem persists after inspection.
The issue seems to be the sticker wasn't centered properly, and even the second one is shifted a bit. I wouldn't return it if it were my problem.
