I recently added an AMD quad-core chip and kept the same cooling solution from the tower for an AMD dual-core model. The fan is running at high speed all the time. Is there possibly not enough thermal paste?

Don't waste time—boost the CPU load to see the highest temperatures. I recommend using Cinebench R20 for a fast evaluation.
