It could be your internet service provider. Although you're in Europe, some US ISPs have reported issues with connecting to CS:GO servers, leading to lag.

It's the servers' problem. Over the last few months, the server has been causing random lag to everyone's connection, reaching 200 ping. Valve must resolve this issue.

In NA it refers to Valve servers, while in Europe it's your ISP. NA servers are currently undergoing maintenance or other issues.

They were likely handling maintenance work. The public isn't aware of this, as the number of servers is high. There are just two U.S. locations—one in New York and another in Seattle, Washington.
