I'm unsure how to proceed, I've already reinstalled my PC and the issue persists. Windows 11 Pro 22H2 Insider 22598.200 ni_release.

I faced similar stability issues in Windows 11 Pro, not the insider version. The best solution was restoring from a previous version using SFC, SCANNOW, DISM, and running them through the admin CMD. It seems a corruption might have occurred, and fixing it should resolve the problem.

I handled both tasks. SFC confirmed no issues detected, DISM reported the restore was finished. After rebooting, I'll see if Explorer behaves normally.
