This situation is common. The noise you're hearing isn't unusual and doesn't depend on the PC being powered on or off. It seems consistent whether the PSU is active or not. Also, since you purchased the PC today and it's fully connected, it's likely the issue is with the power supply itself.

I don't believe I should be experiencing coil whine because the PC was off and only the PSU was active in the video. Probably time to send it back.

The PSU remained connected and supplied power even when the PC was turned off, with current flowing through the capacitors. You may request a return if needed.
