Mainly systems with DHCP turned on, a network card driver, and either ping or a web browser. For example, I’d suggest putting Ubuntu Desktop on a USB stick—it has a “Try Ubuntu” feature so you can check the NIC without modifying the OS.

Typically when the problem is completely unclear like this, it often becomes the answer. However, steps such as clearing DNS, resetting the TCP stack, and reinstalling the network driver are common troubleshooting options if they don’t work. I’m not sure what else to try besides a full OS reinstall. Yes, there’s a lot you can experiment with on GNU/Linux.
