Your computer experiences sluggish performance intermittently, similar to slowed video playback. You're using Windows 11 on a 5600x with 16GB RAM and a separate SSD drive. Consider checking for background processes, optimizing startup apps, and ensuring your SSD is properly configured.

Does this occur after a fresh reboot? Usually I restart Windows Explorer in Task Manager, but sometimes it doesn’t fix the issue and I need to restart again. Make sure your temperatures are correct. Run an SFC/DISM scan too. Also, confirm whether it was a clean install or an upgrade—upgrades can sometimes cause problems.

It occurs during a fresh installation, suddenly began without warning, temperatures seem normal, but I’m checking if FTPM is responsible—though I’m not sure it’s completely accurate. I’ll run an SFC/DISM scan.

This suggests you're likely performing a fresh setup. Be aware that a failing SSD might be the issue. It's worth verifying if more than 90% of your boot drive is utilized, as this could lead to performance problems.
