It seems they likely invested a lot in creating wp8 and are now moving to version 8.1, which doesn’t quite add up to what I expected.

They're adjusting the design to match the WP platform for uniformity across all MS devices. The piece highlights the chance that MS might reduce Android's role in favor of WP, but currently they're using Google's efforts to support apps on less powerful systems.
