It seems you'd like to shift to version 10 or 8 since some recent updates make the HP Z series dislike them. Also, 7 is nearing its end of life. The clearer explanation is that Windows 7 doesn't manage dual CPUs well.

I recommend choosing Linux over 10. It tends to be heavy and bloat-heavy unless you're careful with updates.

Kenny? Have you tackled this problem before? I'm facing the exact same challenge. (2) x5675 chips on an hp z800 board. Abundant ECC memory, SSD, etc. 1000 watt power supply. Running a VM is terrible. Task manager displays 1.59Ghz (24/7!!!) I ran cpu-z to stress the processors, but they still can't exceed 1.59Ghz. It feels like because of those two chips, something halves both clocks... I assembled this setup for $29 board & CPU, 30-48GB RAM... you get the idea... I'd love to understand what's happening here... this thing is really struggling!! Win10Pro 64! Any kind of advice would be great.
